Notes: This is a full-time, career position. Schedule of hours is Monday - Friday, 8:00 a.m. to 5:00 p.m. Travel and travel outside of normal business hours may be required.

Effective September 1, 2009, the University of California, Riverside has implemented a one-year Furlough/Salary Reduction Plan due to the state budget crisis. Essential Functions: Sponsored Programs Administration (SPA) is one unit in the Office of Research under the leadership of the Vice Chancellor for Research (VCR), and the Assistant Vice Chancellor for Research (AVCR).

SPA is responsible for campus wide research administration services, including reviewing, endorsing and submitting proposals to extramural sponsors for research, training, instructional and other activities, and for preparing, negotiating, and accepting agreements for projects funded by federal and state agencies, foundations, corporations, and other public and private sources.

The Director, Sponsored Programs Administration, reports directly to the AVCR, and has primary responsibility for managing and administering pre-award and non-accounting post-award services, sub-contract management, and material transfer agreement administration. The Director is the senior member in Sponsored Programs Administration (SPA) and supervises the professional analysts who support SPA, Subcontract Awards, and MTA transactions; the specific responsibilities of managing the SPA team include hiring, directing work, evaluating performance, training, and disciplining.

The Director guides the development and implementation of electronic research administration systems and oversees the planning, development and delivery of campus wide training activities related to sponsored programs. This position serves as an expert for interpreting, explaining and applying governmental research regulations and extramural sponsor policies, giving expert advice to deans, department chairs, center directors, faculty, researchers and staff regarding critical, sensitive and/or highly complex sponsored programs issues.

The Director is responsible for conducting high-level research regulation and policy analysis as well as developing and implementing campus policy and procedures for the campus research enterprise. The Director assists the AVCR in the development and implementation of short- and long-range plans for Sponsored Programs Administration.

Minimum Requirements:
• Master’s degree in a related field or an equivalent combination of education and 7 or more years of experience in sponsored program administration, research administration or contract negotiation/management at a college, university, non-profit research institute or hospital.
• Six years experience drafting and negotiating research and research-related agreements with the federal and state governments and non-profit sponsors. Four years experience drafting and negotiating research and research-related agreements with for-profit (industry) entities.
• Two or more years experience developing and presenting educational and training programs for a variety of audiences.
• Proficient experience in Microsoft Word, PowerPoint, Excel, Outlook, and Internet Explorer (or other web browser).
• Excellent leadership skills and demonstrated experience in supervising personnel, including the ability to recruit, hire, train, evaluate, direct, discipline, resolve complaints, employ team-building techniques and empower staff with trust, knowledge, responsibility and authority.
• Superior negotiation skills.
• Superior oral communication skills to effectively converse with internal and external constituencies and to tactfully deal with diverse people, situations, and ideas. Superior written communication skills which demonstrate the ability to draft clear, concise correspondence, specifications, documentation, and analytical reports.
• Demonstrated expert-level, working knowledge of current external regulations, laws, and sponsor policies related to sponsored projects administration, including OMB Circulars A-21, A-110, A-133, Cost Accounting Standards, Federal Acquisitions Regulations and Federal Assistance Administration Regulations.
• Working knowledge of Federal agency policies including those of NSF, DOE, DOD, NASA, DOJ, NEH, EPA, etc.
• Expert knowledge of the mission of a major research university and the principles that form the foundation of academic research.
• Expert knowledge of research funding mechanisms employed by extramural sponsors and the principles and regulations underlying the classification of extramural funds.
• Expert knowledge of generally accepted contracting and subcontracting principles and practices.
• Expert knowledge of intellectual property principles, policies, regulations, practices and the technical and legal issues affecting the protection, use and exploitation of intellectual property.
• Working knowledge of network computing structures, capabilities, and programs.
• Expert knowledge of proposal/project cost principles.
• Expert ability to interpret and explain policies, procedures, regulations, statutes and their underlying principles to a variety of audiences, including faculty, deans, department chairs, managers, staff, and sponsors.
• Expert ability to analyze data, information and objectives; to identify patterns, concerns, issues, problems, needs, tendencies and relationships; to formulate logical and objective conclusions; to recognize alternatives and their implications; and to make sound decisions or recommendations.
• Expert ability to rapidly review and accurately analyze policies, procedures, regulations, statutes and highly-complex documents.
• Ability to function as an effective part of a management team and ability to develop and maintain effective working relationships within a diverse, multicultural environment.
• Ability to collaborate effectively with colleagues and work as part of a team within, and outside of, established office structures.
• Expert ability to identify highly-complex problems and implement appropriate solutions.
• Ability and skill to use general office equipment, including personal computers and associated software.
• Advanced ability to organize workload in the face of competing priorities and to complete work assignments on a timely basis despite frequent interruptions.
• Ability to lead staff and ensure they develop professionally.
• Ability to work effectively with a diverse constituency of internal and external customers.
• Ability to maintain confidentiality.
• Hired applicant must successfully pass a background check through the Department of Justice.

Preferred Qualifications:
• Knowledge of UC sponsored programs administration policies, procedures, and practices.
