ODOT develops programs related to Oregon’s system of highways, roads, and bridges; railways; public transportation services; transportation safety programs; driver and vehicle licensing; and motor carrier regulation.
Deputy Director Central Services
The Deputy Director Central Services oversees management of the Central Services Division which includes Financial Services, Information Systems, Human Resources, Audit Services and Support Services. The Deputy Director leads in developing goals and administering programs to achieve an administratively efficient and fiscally sound division that supports the operating activities and objectives of ODOT. Appointed by and reporting to the ODOT Director, this position exercises leadership and vision to plan, direct and manage the activities of the division. The salary range is $86,688 - $127,884 per year. This position is located in Salem. As a Deputy Director Central Services you will:
  • The Deputy Director is responsible for providing the appropriate infrastructure to support ODOT. The successful applicant will facilitate collaboration and issue resolution for internal agency customers, other state agencies and the units within Central Services.
  • The position works independently and in collaboration with the director, division administrators and region managers in developing business plans, goals and objectives. It is responsible for policy recommendations and decisions that affect the financial condition and administrative efficiency of the agency.
  • The Deputy Director is responsible for developing, maintaining and monitoring a $257 million Central Services biennial budget and in conjunction with the Chief Financial Officer, a $4 billion agency budget.
  • The successful applicant will represent the agency to elected and appointed officials statewide including the Oregon Transportation Commission, state legislature, and the general public to promote support of ODOT’s objectives.
  • The position serves on a variety of committees, including the ODOT Executive Staff, ODOT Audit Committee, Information Technology Executive Steering Committee and appropriate statewide committees.
  • The Deputy Director provides input and counsel to the Central Services management team in formulating specific goals and objectives for their area of responsibility. The position reviews major program operating plans and budgets to ensure they are consistent with division, agency and legislative objectives.
Position Qualifications include: 1. Demonstrated leadership of a sizeable organization in a complex political environment, including: a. Skill in planning, organizing and controlling the use of human and budgetary resources to achieve department, agency, division, or program goals and objectives. b. Effective collaboration and relationship-building with key federal, state and local officials, citizens and other key stakeholders. c. Experience in the development, implementation and evaluation of strategic organizational goals, plans and policies. d. Proven fiscal competency and skill in analyzing general, statistical and technical reports. 2. Demonstrated leadership style, which includes honesty, confidence, integrity, credibility, approachability and a strong commitment to inclusiveness, diversity, collaboration and teamwork across all levels in an organization. 3. The ability to analyze complex and sensitive issues and situations, identify alternative solutions, forecast consequences of proposed actions, and implement recommendations in support of established goals. 4. Skill in communicating effectively in writing and the ability to speak about and explain complex issues clearly. Be an effective public speaker and consensus builder among a wide variety of audiences.
