Under the general direction of the Senior Deputy Executive Director, Planning & Regional Programs, this position is accountable for directing and coordinating the overall operations of the Regional Coordination Division and implementation of division activities in accordance with agency goals and objectives. The incumbent supervises and oversees the Coordination and Technology Program and provides strategic guidance for all aspects of the division’s work including technical analyses and policy evaluations of public transportation and related multi-modal projects and programs, concentrating on improving coordination between components of the transit system and improving the usability from the customers’ perspective. The incumbent is responsible for promoting physical, information, service and fare coordination between the three operating transit agencies, managing elements of the business plan review, and supporting the RTA’s representation and participation in the regional MPO process. The incumbent also manages the technology and engineering activities of the department that includes the development and enhancements to the multimodal trip planner, GIS and data support systems. The incumbent works with the Senior Deputy Executive Director and staff to develop, direct and evaluate new initiatives consistent with RTA policies.
Responsibilities include but are not limited to:
1. Directs and coordinates the overall operations of the Regional Coordination Division and implements Division activities in accordance with established agency goals and objectives.
2. Supervises the Coordination and Technology Programs including but not limited to the development of the Illinois Transit Data hub, development of the multi-modal trip planner, and information and signage coordination projects.
3. Develops and executes policies on all matters of coordination between the transit service boards including information coordination, physical connections, service coordination and fare payment and technology initiatives.
4. Provides strategic vision and guidance to staff in conducting and interpreting research and analysis of service board business and operating plans, GIS analysis, data support, ITS programming/projects, assesses user needs.
5. Oversees and provides visionary thinking to the development and maintenance of a user friendly GIS and data information system and conducts research and data collection to measure system performance, level and quality of service.
6. Represents the RTA in regional planning initiatives and activities of the Chicago Area Transportation Study (CATS), the Northeastern Illinois Planning Commission (NIPC) and other regional planning bodies.
7. Monitors and evaluates various regional initiatives as assigned. Coordinates with and serves as a resource to Service Board and transportation agency staffs.
8. Develops presentation materials and ordinances for the RTA Board to facilitate communication of project information, study findings and recommendations as directed.
The ideal candidate must possess a Bachelor of Science Degree in Business, Transportation, Urban Planning, or a related field, or additional equivalent work experience. Advanced degree preferred.
The ideal candidate must possess a minimum of seven (7) years of progressively responsible transportation experience in a public or private planning, research, development or engineering concern, including negotiations and consensus building experience in a project team environment. Also must have demonstrated project management experience and at least five (5) years of management-level experience including direct responsibility for planning, procurement and management of consultant services. Must possess knowledge of recent industry trends and developments and possess the ability to apply transportation planning principles, practices, and policies in support of the RTA mission and vision. Ability to oversee complex transit planning studies and interpret complex technical analyses required. Strong technical and quantitative skills are essential. Prior supervisory experience is preferred. Strong written and verbal communication skills required as is a strong working knowledge of Microsoft Office.
Minimum Starting Salary: $91,343
The RTA offers a competitive compensation and benefits package. Relocation is not available.
