PAYROLL PERSONNEL ASSISTANT (III)
Entomology
$2,772-$5,286/Month

Notes: This is a full-time, limited position with the possibility of becoming career; expected duration July through January 2010. Schedule of hours is Monday - Friday, 8:00 a.m. to 5:00 p.m.

Essential Functions: The Payroll/Personnel Assistant will work in parallel with the Payroll/Personnel Specialist in providing payroll, immigration and personnel services for the Department of Entomology which employs approximately 325 employees in diverse occupational fields including a large multi-disciplinary research, teaching and cooperative extension unit, several research facilities, and an interdisciplinary graduate student program. Interpret and apply complex University and Labor Relations policy and procedures for academic personnel, non-represented staff and represented staff in the BX, CX, FX, PX, RX, SX, and TX unions.

This position will independently make decisions and solve problems related to payroll and personnel issues. Provide guidance on recruitment and immigration procedures. Advise management, faculty and other supervisors on all personnel and compensation issues. Process on-line personnel actions for academic and staff employees. Analyze and validate monthly timesheets to ensure accurate reporting. Provide consultative advice to new hires on all campus health and wellness programs.

Minimum Requirements:
• Demonstrated experience with preparation of a large complex payroll.
• Experience with online payroll systems.
• Demonstrated experience in implementing personnel policies.
• Ability to organize tasks, documents and materials with efficiency and accuracy; working with frequent interruptions.
• Skill in accurate record keeping with strict attention to detail.
• Skill to type rapidly and accurately.
• Skill in editing and formatting documents in word processing applications.
• Skill to independently draft letters and memos for signature or review by supervisor/manager, using correct spelling, grammar, punctuation, composition, text editing, and proofreading skills.
• Skill in creating spreadsheets and reports using appropriate software application.
• Skill in adding, subtracting, multiplying, and dividing whole numbers, fractions, and decimals.
• Skill in computing ratios, rates, and percentages.
• Skill in making appropriate job decisions following established policies and past practices.
• Skill in communicating effectively and professionally using tact and diplomacy.
• Knowledge of general office procedures.
• Knowledge of and experience with e-mail messaging and automated calendaring systems.
• Ability to enter data into databases or spreadsheets.
• Ability to work effectively as an individual, a team member, and with diverse groups.
• Ability to invite information, constructive criticism, and cooperation from others.
• Ability to maintain confidentiality at all times.
• Hired applicant must successfully pass a background check through the Department of Justice.

Preferred Qualifications:
• Administrative experience in an academic environment providing administrative support for staff and/or faculty.
• Demonstrated experience with UC online Payroll/Personnel System (PPS).
• Demonstrated experience with online processing system (e.g., Sub PO Lite, SUPERDOPE.).
• Skill in understanding and interpreting the department's policies and procedures for its customers.
• Knowledge of and application of UC Personnel Policies for Staff Members to personnel-related matters.
• Knowledge of applicable bargaining contracts as it relates to personnel activities and decisions.
• Knowledge of federal employment and labor regulations including EEO and Immigration and Naturalization Service (INS) regulations.
