Job Title: Project Manager, I; East Region Office
Grade: 10
BASIC PURPOSE:
Provide project management of AbilityOne custodial contracts, increase employment opportunities by ensuring customer and business partner satisfaction, develop new and existing opportunities, promote the AbilityOne Program and assist NPAs maintain program and statutory compliance.
PRINCIPAL ACCOUNTABILITIES:
• Be the main POC for all contract actions with NPA, PA and Committee Customers.
• Contract management of AbilityOne projects: Maintaining all contract files in accordance with NISH and contracting procedures. Coordinating all activities in regards to assigned contracts.
• Grow the AbilityOne program; through new additions to the PL or expansions in current contracts resulting in an increase in jobs and sales. Identifying new requirements to be added to the AbilityOne Procurement List.
• Market the AbilityOne Program by conducting presentations/briefings to Procuring Activities and participate/coordinate marketing events such as NDEAM, Grassroots, Conferences etc.
• Prepare costing/pricing packages for Base Year re-pricings, Follow-On-Year renewals and modifications for review by the NPA and submission to the PAs. Assist NPAs in pricing of service contracts. Validate pricings through the use of labor estimators, market data and other pricing indicators.
• Working knowledge of methods, materials, equipment and supplies used in the custodial industry.
• Evaluate supply and equipment requirements
• Monitor contract performance by conducting site visits, attending performance meetings, and coordinating technical assistance.
• Verify NPA capability for additional services proposed for expansions or as additions to the AbilityOne Procurement List.
• Participate on special projects
• Participate in regional/national groups
• Coach new team members, train/teach procedures/processes/software to NPAs and/or NISH staff.
• Other duties as assigned
SKILLS AND EXPERIENCE:
• Continuous administration of many projects on the procurement list.
• Knowledge of Federal Acquisition Regulations, DOD policies and procedures, GSA policies and procedures required. Knowledge of JWOD helpful.
• The ability to communicate (written and oral) with all levels of management a must.
• Personal computer skills, especially in database, spreadsheet and word processing applications.
EDUCATION:
• 7+ years with BS/BA; 5+ years with MS/MA.
• 1½ years experience = 1 year college.
